Why community tracks are not counted in the 17-level campaign

PolyTrack's community collection is much larger and changes more often than the official campaign. Version 0.6.0 added 20 community tracks alongside Winter 5 and Desert 5. Version 0.6.1 then added 10 more community tracks. Those additions are real playable content, but they do not change the official campaign naming sequence shown above.
